UNION ELECTRIC COMPANY CALLAWAY PLANT. UNIT 1 DOCKET NO. 50 483 AMENDMENT TO FACILITY OPERATING LICENSE Amendment No.120 License No. NPF 30 1.
The Nuclear Regulatory Comission (the Commission) has found that:
A.
The application for amendment by Union Electric Com>any (UE, the licensee) dated February 23, 1996, as supplemented by submittals dated April 24. 1996, and November 15, 1996, complies with the standards and requirements of the Atomic Energy Act of 1954, as amended (the Act) and the Comission's regulations set forth in 10 CFR Chapter 1:
B.
The facility will operate in conformity with the application, the provisions of th? Act. and the rules and regulations of the Comission:
C.
There is reasonable assurance (1) that the activities authorized by this amendment can be conducted without endangering the health and safety of the public, and (ii) that such activities will be conducted in compliance with the Comission's regulations:
D.
The issuance of this amendment will not be inimical to the comon defense and security or to the health and safety of the public; and E.
The issuance of this amendment is in accordance with 10 CFR Part 51 of the Commission's regulations and all applicable requirements have been satisfied.

- As of the closing of the Herger contemplated by the Agreement and Plan of Merger, by and among Union Electric Company. CIPSCO Incorporated. Ameren Corporation and Arch Merger. Inc.. dated August 11, 1995. Union Electric Company is a wholly owned operating subsidiary of Ameren Corporation.

This amendment is effective as of its date of issuance.

- l (licensee), complies with the standards and requirements of the Atomic Energy Act of 1954, as amended (tne Act), and the Commission's regulations set forth in 10 CFR Chapter I, and all recuired notifications to other agencies or bodies have been duly mace:
B.
Construction of the Callaway Plant, Unit No. 1 (the 'acility) has been substantially completed in conformity with Construction Permit No. CPPR-139 and the application, as amended, the provisions of the Act, and the regulations of the Comission:
C.
The facility will operate in conformity with the application, as amended, the provisions of the Act, and the regulations of the Comission:
D.
There is reasonable assurance:
(1) that the activities authorized by this operating license can be conducted without endangering the health and safety of the public, and (ii) that such activities will be conducted in compliance with the Comission's regulations set forth in 10 CFR Chapter I:
E.
Union Electric Company is technically quailfied to engage in the activities authorized by this license in accordance with the Comission's regulations set forth in 10 CFR Chapter I:
F.
The licensee has satisfied the applicable provisions of 10 CFR Part 140 " Financial Protection Requirements and Indemnity Agreements," of the Comission's regulations:
G.
The issuance of this license will not be inimical to the comon defense and security or to the health and safety of the public;
- As of the closing of the Merger contemplated by the Agreement and Plan of Merger, by and among Union Electric Company, CIPSCO Incorporated, Ameren Corporation and Arch Merger, Inc., dated August 11, 1995. Union Electric Company is a wholly-owned operating subsidiary of Ameren Corporation.
