The purpose of thin letter is to provide additional information with regard to an exemption request submitted July 17, 1997.

In order to support the requested schedular exemption, Big Rock Point concludes that the current offsite Emergency Plan and Implementation procedures for responding to an event are adequate based ont i

1.

The conclusions of an NRC Region III inspection conducted in March of 1997 that reported the overall effectiveness of the Emergency Planning program was very good and no significant issues were identified; i

2.

The overall performance for Big Rock Point's last Annual Emergency Preparedness Exercise (September 10, 1996) was determined to be acceptable with no significant issues identified by the NRC Region III Inspectors; 3.

The results of a Federal Emergency Management Agency (FEMA) report dated December 13, 1995 that reports on the results of the August 22-23, 1995 exercise. "The Offsite radiological emergency response plans and preparedness for the State of Michigan, Charlevoix and Emmet Counties...are adequate to provide reasonable assurance that appropriate measures can be taken offsite to protect the health and safety of the public in the event of a radiological emergency at the site"; and 4.
