INSPECT;ON REPORT PARSONS POWER INDEPENDENT CORRECTIVE

ACTION VERIFICATION PROGRAM (ICAVP) (NRC INSPECTION REPORT

NO. 50-336/97 211)

,

The Special Projects Office (SPO) of the U.S. Nuclear Regulatory Commission (NRC) initiated

a plan to monitor Parsons Power Group inc. (Parsons) implementation of the Independent

Corrective Action Verification Program (ICAVP) for the duration of the effort. The plan

encompassed the assessment of Parsons' project manual and associated project instructions,

the evaluation of the technical experience of project personnel, scheduled inspections of

implementation activities, and planned and reactive supplemental reviews of ICAVP products

and activities. The SPO conducted inspections of Parson's ICAVP implementation activities

during the periods of August 25-29, September 2 5, and December 15,1997.

The results of the inspection were presented to the staff of Parsons and Northeast Nuclear

Energy Company (NNECO) during a public exit meeting on December 5,1997. The team

found that the implementation of the Parsons ICAVP was in its middle stages. As discussed in

'

the enclosed report, the inspection team identified severalissues that warranted corrective

action. During the inspections the team made several observations regarding the ICAVP

,

'

process and scope. Each observation was discussed with Parsons ICAVP management, and

corrective actions w3re initiated as necessary. Parsons appears t bwe adequately addressed

each issue. Based upon the review of completed and in-process w a products , the team

concluded that Parsons was adequately implementing the NRC approved ICAVP audit plan and

project procedures.

in accordance with 10 CFR 2.790 of the NRC's " Rules of Practice," a copy of this letter and its

enclosures will be placed in the NRC Public Document Room (PDR).
