SUMMARY
OF JANUARY 20,1999, MEETING WITH THE NUCLEAR ENERGY INSTITUTE (NEI) REGARDING DESIGN BASIS INFORMATION On January 20,1999, representatives of the Nuclear Energy Institute (NEI) met with representatives of the Nuclear Regulatory Commission (NRC) at the NRC's offices in Rockville, Maryland. The purpose of the meeting was to discuss a letter from the NRC to NEl dated January 4,1999, that forwarded draft criteria for determining design basis information as defined in 10 CFR 50.2. Attachment 1 provides a list of meeting attendees.
The representatives from NEl opened the meeting by stating that the draft criteria should be helpfulin reaching a common understanding of what constitutes design basis information. They noted that the industry believes that reaching agreement with the staff on this issue is important because the proposed revisions to the NRC reactor oversight process acknowledge that design/
issues are difficult to assess and added emphasis on inspection will be required. In addition, a clear understanding of design basis information is important to the discussion of the content of

updated final safety analysis reports, the proposed revisions to 10 CFR 50.59, and license renewal.
O The group next discussed the draft general guidance provided in the letter. The NEl representatives stated that they thought that the industry would support this general guidance.
They noted that the industry design basis task force is scheduled to meet in mid-February and that task force members had been provided copies of the NRC draft criteria and would be prepared to provide specific comments then.

The NEl representatives stated that some of the specific guidance was consistent with their thoughts but some of it was too detailed. The group then had a lengthy discussion of the level of detail required for design basis information as defined in 10 CFR 50.2. No consensus was reached, however, it was agreed that the NRC staff would attend a portion of the industry design basis task force meeting on February 18, 1999, to continue discussion on this issue.
