Cardarelli's note indicates that the 1,716 grams of U-235 in MTR-type fuel elements will be limited to storage only in a shipping container. This eliminates the need for further nuclear safety review. The following license l
condition is recon mnded:
The possession and use of U-235 in MTR-type fuel elements shall be limited to storage only in the shipping container in Building 3030.
It should be noted that if the Army decides to load the elements into the neutron multiplier, a safety review will be necessary for such an activity because of the very high k-effective (0.99).
The requested exemption from 70.24 requirements is reasonable and should be granted as long as the U-235 fuel is limited to storage in the shipping container. The several grams of plutonium (mostly Pu-238), even if in contact with the shipping container with the MTR-type fuel elements, cannot be made l
critical.

According to Mr. Frank Dunfrund (alternate R.P.O.), the 1984 renewal application is for storage only of the 1716 grams of U-235 as scaled MTR-type fuel elements. Mr. Dunfrund stated that a separate application will be submitted later for a license to load and operate the IRT subcritical assestably. The fuel is presently being stored in Bunker 3030 inside a steel cage that is locked and has a security alarm. The fuel is in its original shipping container, a 55 gallon DOT 6M drum.
