In accordance with Section G.4, Task Order Procedurcs, of the subject contract, this letter definitizes the subject task order. 'Ge efTort shall be performed in accordance with the enclosal Statement of Work and the Contractor's technical proposal dated February 3,1998.

Task Order No.139 shall be in efTect from February 5,1998 through March 27,1998, with a cost ceiling of $82,767.69, v:hich is inclusive of the $15,000.00 verbal authorization provided to you on February 6,1998 The amount of $80,516.00 represents the es imated reimbursable costs, the amount of $78Js0 represents the facilities capital cost of money, and the amount of $2,173.69 represents the fixed fee.

PERFORMANCE PERIOD:

February S. 1998 through March 27, 1998 BACKGROUND The licensee (Northeast Utilities) has taken numerous steps during this extended outage to address Millstone Unit _3 performance problems. The purpose of this task is to obtain assistance in the completion of the NRC actions necessary to conclude that adequate performance improvement has resulted from various licensee initiatives to support a safel plant restart and continued operation.

A review and inspection will be conducted for Hillstone Unit 3 at the plant site in Niantic. CT. The inspection will assc s the operational readiness of the Millstone Unit 3 plant.

The inspection activities will be performed in accordance with NRC Inspection Manual 93806.

ORIECTIVE The objective of this task order is to obtain the expertise of two management specialists who have extensive experience evaluating the effectiveness of nuclear

power plant management programs and oversight. Specifically, the contactors will assist in assessing the areas of self-assessment, independent oversight, quality review groups, management. processes. corrective actions and start-up plans.

~' ' The specialists are-needed to-assist the NRC staff in.the review. and. evaluation of.

the Millstone Unit 3 restart readiness. The focus of the inspection is to perform an integrated evaluation of the overall condition of the site and to assess the readiness of the licensee to operate the facility. The specialists should be thoroughly familiar with NRC_ regulations and inspection methodology.

It shall be the responsibility of the contractor to assign technical staff.

During the performance of the specific tasks required under this task order, the technical monitor (team leader) may issue technical instructions from time to time. Technical instructions must be within the general statement of work stated in this task order and shall not constitute new assignment of work or changes of such nature as to justify an adjustment in cost or period of performance. The contractor shall refer to section G.1 of the basic contarct for further information and guidance on any technical directions issued under this task order.

Any modifications to the scope of work. cost or perid of performance of this task order must be issued by the Contracting Officer and will be coordinated with the NRR Project Officer. Specific tasks under this Task Order are:

During Task 2, each _ contractor's specialist shall provide daily reports to the NRC Team Leader. The format and scope of these reports shall be as directed by the NRC Team Leader.

At the completion of Task 2 (prior to the inspection team's exit meeting [ March 19,1998) with the licensee) each contractor's specialist shall provide a draft inspection report input to the.NRC Team Leader. -Again -the format and scope of this input shall be as directed by the NRC Team Leader. Typically, this input will consist of a summary of each specialist's inspection findings.

At the completion of Task 3, the contractor shall deliver the specialist's final inspection report input (feeder report) to the NRC Project Manager (original and one copy) with one hard copy and one computer diskette version (Wordperfect 6.1 or-other IBM PC compatible software acceptable to the NRC Team Leader) to the NRC Team Leader. The format and scope of the final report input shall be as directed by the NRC Team Leader.

NOTE:

The contractor is not required to undertake any further efforts toward report finalization.

For example, management review of the feeder report beyond its submittal to the NRC Team Leader and Project Manager is not needed.

MEETINGS AND TRAVEL One, two person, ten day trip to the Millstone site in Niantic,CT and the Region I office, King of Prussia, PA, for the purpose of orientation, badging and preparing for the inspection. Travel to the site on the morning of February 9 leave the t

site during the afternoon of February 13,1998. Travel to the Region I office (King Of Prussia, PA on the morning of February 16, 1998 and depart during the afternoon of February 20, 1998. (February 9-20,1998)

One, two-person, thirteen day trip to the Millstone site in Niantic, CT to assist the NRC in conducting the inspection. (March 1-13, 1998. The specialists may be required to work on Saturday, March 7, 1998). Travel to the site on Sunday March 1, 1998 and depart in the afternoon of March 13, 1998.

One, two-person, five day trip to the Region I office (King of Prussia Pa) to document the inspection results. Travel to the Region I office on morning _of March 16, 1998 and depart during the afternoon of March 20, 1998.(March 16-20, 1998)

Documents required to prepare for the subject inspection will be provided by the NRC Team Leader.

OTHER APPLICABtE INFORMATION The work specified in this 50W is 100% licensee fee recoverable. The contractor shall provide fee recovery information in the monthly progress reports in accordance with the requirements of the basic contract.

Contractor's personnel assigned to this task order will have to be badged for unescorted access privilege at the plant site. The contractor shall provi t all documentation required for badging (as identified by the NRC Team Leader) at the plant site.

In addition. the contractor shall ensure that the individual soecialists selected have comoleted all drua testina and certification recuirements for olant access orior to beainnina Task 2. On-site Insoection. _D1 this task order. Questions concerning badging and the plant site access shall be addressed to the NRC Technical Monitor.
