l Enclosed is an application for an export license (XCOM1124), recently received by the Nuclear Regulatory Commiss!on, for the export of nuclear reactor components listed in 10 CFR 110 Appendix A, items (5) through (9) to Mexico for use in the Laguna Verde nuclear power plants Units 1 and II; and 1) testing purposes,2) qualification,3) use as models,4) training purposes, or 5) for manufacture and subsequent return to the United States or other countries listed in 10 CFR 110.26(a).
Before taking action on this request, we would appreciate your views, in accordance with established procedures and from the overall perspective of the Executive Branch, as to whether the requested export meets the applicable criteria in the Atomic Energy Act of 1954, as amended.

Mexico, Laguna Verde XCOM License General Electric's NRC Laguna Verde I and II project license, XR098, expires 30 June 1999.
As we only anticipate exponing nuclear reactor components as specified in paragraphs (5) through (9) of 10 CFR 110 appendix A, and associated equipment to support these nuclear power stations we hereby request an XCOM License.
In addition, these components may be used for 1) testing purposes,2) qualification,3) use as models,4) training purposes, or 5) for manufacture. Equipment, tools, components and I
materials covered by this license may be disposed of or returned to General Electric Company or to another location, in the United States, or transferred to the site of another reactor exported pursuant to a facility license issued by the U.S. Nuclear Regulatory Commission to General Electric Company.
We request that General Electric wholly-owned subsidiary, Reuter-Stokes, Edison Park,8499 Darrow Road, Twinsburg, Ohio as an additional exporter.
It would be appreciated if the license could be for ten (10) years; the dollar value of the items exported would be $50,000,000.00. Enclosed is General Electric Company's check 0014055467 in the amount of S4,800.00 payable to the U.S. Nuclear Regulatory Commission for the processing of this request as required by law.
Your prompt assistance and contact with the U.S. State Department and Depanment of Energy is required. Thank you for your attention in this matter.
