This will acknowledge rece:Ut of your letter dated February 5,1998 and your check for $55,000 in payment for the civil penalty proposed by NRC in a le?ter dated January 6,1998. Your corrective actions will be examined during future inspection, i note that in your letter, item five of " Corrective Actions to Prevent Further Violations" specifies that Safety Culture training, intended to fos,ter a questioning attitude in your staff, is expected to be completed by December 31,1998. While this may be a reasonable initial effort, I want to emphasize that successfully fostering a questioning attitude is not likely to result from a one-time lesson. This may need to be a continuous effort until it is fully ingrained in your workplace environment.
