SUBJECT:

CLARIFICATION OF REQUIREMENTS FOR GENTR REACTOR OPERATORS WITH MEDICAL RESTRICTIONS Your October 24, 1985 request for a license amendment regarding reactor staffing requirements when the GENTR reactor control room is staffed by an operator with a "no-solo" medical restriction has been reviewed by NRC Headquarters and Region V.

It has been determined that an amendment to your license is not required.

The following clarification is provided for year use:

Item 2 in the current Reactor Operator license for Mr. William Johnson indicates that "Another individual must be present when you are manipulating the controls."

Region V has been notified by the Office of Nuclear Reactor Regulation that for purposes of this license restriction at non-power reactor facilities, "present" means that the second individual shall be physically located within the boundaries of the facility.

" Facility" is as defined in the license. The responsibilities of the second individual include summoning l

assistance for reactor operation or shutdown and medical assistance.
