NRC INSPECTION REPORT NO. 50-443/97 09, NOTICE OF VIOLATION
Dear Mr. Feigenbaum:

On January 21,1998, the NRC completed an inspection of the adequacy of the measuring
and test equipment (M&TE) calibration program at Seabrook Station. The enclosed report
presents the results of that inspection.

The inspection found that the M&TE calibration program at Seabrook Station was
acceptable with the exception of two violations. The first violation involved your revision
'
of procedure MA 2.3, " Control and Calibration of Measuring and Test Equipment," without
,
performing a 10 CFR 50.59 evaluation. The second violation involved a failure to control,
' -
calibrate, and adjust certain M&TE at specified periods tn maintain accuracy within
necessary limits.
You are required to respond to this letter and should follow the instructions specified in the
enclosed Notice of Violation (Notice) when preparing your response in your response, you
'
should document the specific actions taken and any additional actions you plan to prevent
recurrence. Your response may reference or include previous docketed correspondence, in
the correspondence adequately addresses the required response. After reviewing your
'
response to the Notice, including your proposed corrective actions and the results of
'
- future inspections, the NRC will determine whether further NRC enforcement action is
necessary to ensure compliance with NRC regulatory requirements.
Also, the inspector found that you had not completed your review of the overall impact of
revised M&TE accuracies. Please include your expected completion date for this review in
- your response to the above Notice.

in accordance with 10 CFR 2.790 of the NRC's " Rules of Practice," a copy of this letter
and its enclosure will be placed in the NRC Public Document Room (PDR). To the extent
possible, your response should not include any personal privacy, proprietary, or safeguards
information so that it can be placed in the PDR without redaction.
