Dear Mr. Amold:
This letter is in response to your letter dated November 14,1997, regarding the subject of Vendor Auditing, and confirms a discussion between William Ward of my staff and Heather Little of your staff on November 19,1997.
The NRC does not act as a consultant to any organization on any matter. However, we can clarify the requirements cf 10 CFR 71. With regards to your question regarding acceptable means of vendor approval, the NRC does not endorse any particular method. Certification of a vendor by ASME or 1S0-9000 is one indicator of quality, but may not be enough. The level of confidence you need in your supplier is dictated by the importance to safety of the product or service that the vendor supplies.
NUREG/CR-6407, " Classification of Transportation Packaging and Dry Spent Fuel Storage Systems Components According to importance to Safety, " provides additionalinformation on establishing the quality categorization of components and quality records to be maintained.
Any vendor that you procure from, and any material documentation you maintain, must be in accordance with your own Quality Assurance requirements. If you deviate from your requirements, you should document the circumstances in your records.
