By letter dated January 22,1998, the Westinghouse Owners Group (WOG) submitted Westinghouse Electric Corporation Document No. WCAP-14036-P, Revialon 1, " Elimination of l

Periodic Protection Channel Response Time Tests," dated Decem'.ar 1995. By your application and affidavit dated January 22,1998 (CAW-98-1198), you requested that WCAP-14036-P, Revision 1, be withheld from public disclosure pursuant to 10 CFR 2.790, in the WOG letter dated January 22,1998, the WOG also submitted WCAP-14037-NP, Revision 1, dated December 1995, a nonproprietary version of the above titled document. The WOG indicated in its January 22,1998, letter that Southem Nuclear Operating Company (SNC) intends to reference the subject report (s) in an ttpcoming licensing action related to SNC's Vogtle Electric Generating Plant, Units 1 and 2.

You stated that the submitted information should be considered exempt from mandatory public disclosure for the following reasons:

(a)

The information reveals the distinguishing aspects of a process (or component, O

structure, tool, method. etc.) where prevention ofits use by any of Westinghouse's compet/. ors without license from Westinghouse constitutes a competitive economic advantage over other companies.

(c)

The information's use by a competitor would reduce his expenditure of resources or

improve his competitive position in the design, manufacture, shipment, installation, assurance of quality, or licensing a similar product.

We have reviewed your application and the material in accordance with the requirements of 10 CFR 2.790 and, on the basis of your statements. have determined that the submitted information sought to be withheld contair s proprietary commercial information.

Therefore, WCAP-14036-P, Revision 1, ' Elimination of Periodic Protection Channel Response Time Tests," dated December 1995, marked as proprietary, will be withheld from public disclosure pursuant to 10 CFR 2.790(b)(5) and Section 103(b) of the Atomic Energy Act of 1954, as amended.
