Dear Mr. Peterson:

The Nuclear Regulatory Commission has reviewed the draft Memorandum of Understanding (MOU) to establish a Center for Radiation Dosimetric Modeling and Computation at Oak Ridge National Laboratory (ORNL). This MOU concept was diswwed at previcus meetings of the Interagerry Steering Committee on Radiation Standards (ISCORS) and was transmitted to NRC in the February 4,1998, letter from Raymond Berube, Department of Energy, to the ISCORS mrNrs. The center would l>e funded jointly by the NRC, as well as by the Department of Energy, the Department of Defense, and the Environmental Protection Agency.

We support the principle of an MOU between Federal agencies to coordinate philosophies and criteria in the area of radiation protection. However, we have reservations concerning financial support of any particular research and development group, such as the dosimetry group at ORNL, to the exclusion of equally competent groups at other national laboratories, universities, or other research and development organizations. We also have some reservations regardir g the detailed contents of the proposed MOU, particularly the proposed goal of developing radiation dosimetric and risk methodologies, rather than reaching agreement on desirable mission goals.

In addition, the NRC cannot, at this time, provide financial support under such an MOU, because of other more pressing financial considerations. Therefore, we suggest that coordiration amongst Federal agencies be furthered through currently established mechanisms, such as through one of the ISCORS subcommittees, or a similar forum.
