SUBJECT:

CLOSE0VT OF BULLETIN 96-01 Bulletin 96-01, ' Control Rod Insertion Problems," required licensees of Westinghouse plants to take certain actions as a result of incomplate control rod insertions that occurred at some Westinghouse plants. The actions were to:

1.

Promptly inform operators of recent events in which control rods did not fully insert and provide training on operator response to incomplete control rod insertion; 2.

Promptly determine the continued operability of control rods based on current information; 3.

Measure and evaluate at each outage of sufficient duration during 1996, the control rod drop times and rod recoil data for all control rods, and control rod drag data when the vessel head is removed; and.

4.

Verify that all control rods have promptly fully inserted for each reactor trip in 1996.

The Reactor Systems Branch, NRR, has determined that the above actions have been completed for all Westinghouse plants except for Point Beach Unit 2.

' W efore, except for Point Beach Unit 2, this memorandum serves as the means to closeout the plant specific TACs for Bulletin 96-01. As such, this memorandum has been placed on the docket for the plants listed on the attact. ment. Project Managers should use the date of this memorandum and the applicable accession number to close the plant specific TAC on the Project Manager Report.

Although the required actions for the Bulletin are complete, some licensees are continuing to perform certain testing activities and have stated that they will send the test results to the NRC for information. Therefore, if you receive control rod testing results in the future, please contact me at 415-1362 or Muffet Chatterton, SRXB, at 415-2889.
