Dear Mr. Cumesty:

4 The enclosed NRC Form 173, Standard Order for DOE Work (SOEW) which provides for deobligation of funds in the amount of $32,862, is submitted in accordance with Section Ill.B.2 of the DOE /NRC Memorandum of Understanding of February 24,1978.

The NRC Form 173 covers work to be performed under Task Order 6, " Review, Revision and OcVelopment of Office of State Programs Procedures." The Office of State Programs (OSP) has reassessed its assistance needs in the development of office and program procedures. As a result of this reassessment, we have determined that we now have sufficient staff time and ,

experience to complete the remaining OSP procedures without further assistance through Oak t

Ridge National Laboratory (ORNL). Therefore, we request that no further work be done on Task Order 6 of JCN E7044. This action was discussed with Dr. Po-Yung Lu, Project Manager, t 4 and Gloria Caton, Technical Manager, on December 10,1998. ORNL provided a closeout accounting of the unexpended funds for deobligation by telephone to Dennis Sollenberger, i

Project Manager. This amount was used in preparation of the enclosed NRC Form 173.

Under Task Order 6, the ORNL work has been very useful to us through ORNL's staff assistance in the development of the standard format and structure for the OSP procedures and in performing editorial and consistency reviews on the documents. This effort has made it j possible for us to make significant progress in procedure development. We thank the ORNL staff for this effort.
