SUBJECT: NRC INSPECTION REPORT No. 50-454/97020(DRP); 50455/97020(DRP) AND

NOTICE OF Vict.ATION

Daar Mr. Groessor:

On October 16,1997, the NRC completed an inspection at your Byron 1 arw 2 reactor facilities.

The enclosed report presents the inspection results.

During a Unit 1 startup and shutdown, and following a Unit 2 trip, operator performance was

excellent in panel attentiveness and communications, which were clear and formal. In addition,

station management made safety conscious, conservative decisions related to control of

operator work activities during an unplanned dual unit outage beginning on October 9,1997.

However, based on the results of the inspection, the NRC has determined that two violations of

'

NRC requirements occurred. The vlotations are cited in the enclosed Notice of Violation (Notice)

cnd the circumstances pertaining to the violations are described in detailin the enclosed report.

The first violation identified that technical specification amendments were not incorporated into

the controlled copies of control room books as required. This is a concem due to the resultant

unavailability of the current technical specifications for operator reference. Technical

specification compliance is both a significant safety and regulatory concem in that operators

cannot ensure technical specification compliance without up-to date documents.

Piease note that you are required to responce to this violation and abould follow the instructions

specified in the enclosed Notice when prepa,ing your response. The NRC will use your

response, in part, to determine whether furtaer enforcement action is necessary to ensure

compliance with regulatory requirements.

The second violation discusses an incident where a visitor was left unescorted for about

30 minu., .,. This is a concem because it was identified by the NRC and shov,ed a lack of

sufficient knowledge of security escort requirements by both a visitor and are escott.

The NRC has concluded that Information regarding the reason for the second violation, the

corrective actions taken and planned to correct the violation, and prevent recurrence is

cddressed in Section 88 of the enclosed report. Thereforo, you are not required to respond to
