l This refers to the inspection conducted on August 28 to October 16,1997, at the Dresden facility,

.

The purpose of the inspection was to determine whether activities authorized by the license were

i

conducted safely and in accordance with NRC requirements. During this period, routine resident

inspections we.e performed. The endosed report presents the results of these inspections,

During the period covered by this inspection, your conduct of activities at the Dresden Station

was charactertzed by a safety-conscious approach to activities. However, we are concemed

<

about two violations, with multiple examples, of NRC requirements.

In the first violation, three procedures lacked sufficient detail to ensure that activities were

pr porty performed. As a result of the first inadequate procedure, safety-related equipment wau

s

unnecessarily made unavailable. The second example of an inadequate procedure resulted in

an engineered safety feature aduation. The third example of an inadequate procedure resulted

in losing cooling to the spent futi pool with a subsequent small rise in pool temperature. The

NRC is issuing a violation for these self-revealing problems because of the impact the

inadequate procedures had on your operators' abilities to operate equipment important to safet'/.

_ The second violation was issued for operations personnel falling to follow procedures for racking-

.

out a safety-related breaker, for the out-of-service program, a'W for discrete component -

i

operations. As a consequence, the operators did not maintain correct control of equipment and

temporarily made the emergency diesel generator inoperable. - The NRC is issuing a violation for

these because two of the examples were identified by the inspectors, and the third was similar to -

one of the contributing factors of the July 1997 feedwater transient.

The violations are cited in the enclosed Notice of Violation (Notice) and the circumstances

surrounding the violations are described in detail in the subject inspection report. You are

required to respond to this letter and should follow the instructions specified in the enclosed

whether further enforcemer;t action is necessasy to ensure compliance with regulatory

requirements.
