4 Fitness f r Duty Program Six Month Performance Report FITNESS FOR DUTY PROGRAM
SUMMARY
The Waterford 3 annual random testing rate is 50 percent; the cumuiative testing rate was 52.1 percent for 1997. During this reporting period, approximately 26.8 percent of the population e. ave been randomly tested. One positive test result occurred during random testing that was associated with a contract employee collection. The rate of positive tests from random testing is 0.3 percent. A second positive test result occurred during pre-access testing of a contract employee who tested positive and confessed to trying to subvert the drug tesng process.
POSITIVE RESULTS:
There were two positive test results for this reporting period. The positive tests were for marijuana. The cut-off for marijuana in the Federal Regulation is 100 ng/ml. Entergy uses a more stringent cut-off of 50 ng/rnl. One specimen tested positive at the 100 ng/ml cut-off and one tested positive at limit of detection. Limit of detection test'ng for this specimen was requested by the Medical Review Officer because adulteration was suspected due to low temperature which.;as diccovered by the collection site person.
Of the substances tested for, marijuana remains the preferred drug of abuse. This is consistent with what has been detected at Waterford 3 in previous submittals.
MANAGEMENT ACTIONS:
Access was levoked for the individual that tested positive during random testing.
Management was notified and the individual's file was annotated to reflect the positive results and management's actions.
Access was denied for a contract employee who tested positive and confessed to trylag to subvert the drug testing process during pre access testing. Management was notified and the individual's file was annotated to reflect management's actions.
During this reporting period, there were no employees participating in the follow-up program.
EVENTS REPORTED TO THE NUCLEAR REGULATORY COMMISSION (NRC):
There were no violations of the Fitness for Duty Program that were reportable during this reporting period.

An audit of ti.e Waterford 3 Fitness-For Duty Program was conducted by the site Quality Assurance organization. The aucit concluded that the overall program is being satisfactorily implemented snd noted five program strengths: ;) development of an internal self-assessment program,2) the incorporation of Waterford 3's Fitness for Duty Program under Corporate Security, 3) the knowledge, skill level, professionalism, and dedication of the Fitness for Duty staff,4) the prompt response of Fitness for Duty personnel to the concerns and recommendations raised by the aud!; team, and 5) the high level of management interest e:<hibited during the audit. Three minor weaknesses that were notod during the kudit were: 1) missing documentation from a personnel file,
- 2) documentation of maintenance records, and 3) lack of a procedurally established method for notification of aher-hours power outages. These findings were recorded through condition reports and have been resolved through the established Waterford 3 Corrective Action process.
An internal self-assessment was conducted utilizing the Corporate Security Self-Assessment Program. This program is designed to routinely monitor key processes within the department. The assessment verified that the Fitness for Duty Program is in compliance with the regulation and identified opportunities for improvement in the areas of personnel file format and content, and the standardization of procedure format and control.
During a detabase verification, the department staff discovered that an individual had been granted unescorted access and had not been added to the random pool. The random pool was verified with no further errors discovered. Corrective actions were documented and resolved thrcugh the established Waterford 3 Corrective Action process.
The position of Superviscc, Security and Fitness for Duty has recently been filled. The start date for the new Supervisor was January 12,1998.
