Dear Mr. Cruse:
As you are aware, NRC is in the process of developing a new document management system called the Agencywide Documents Access and Management System (ADAMS) which will facilitate the exchange of electronic submittals between the Nuclear Regulatory Commission (NRC) and licensees. The current schedule for development and full deployment of the system will allow the agency to begin accepting electronic document submittals (in lieu of paper) in mid-1999.
We are not currently prepared to commit support, or resources, to the DOCT e4 ort. Nor are we prepared to eliminate the requirement for submission of documents in paper format in most '
cases. Howenr, we do welcome the opportunity to work with your organization to use electronic means to reduce the numtor of paper copies of voluminous documents submitted to the NRC. Once we identify specific document types that are well suited for distribution and use in electronic format, we will survey the technical staff to detemiine the minimum number of paper copies required by the agency, and wherever possible, to require the submission of only one paper copy.
We would like to begin a dialogue for purposes of identifying those documents that you believe can be submitted in electronic format only. To that end, we propose a series of meeUngs between representatives of the Office of the Chief Information Officer and your staff to discuss your proposal (document types, formats, validation, signatures, etc ). The first meeting would allow your staff both to provide an overview of those documents where agency and industry guidance has been developed for electronic exchange of documents and to identify the standards, methodologies and software products that could be used to facilitate this process.
Subsequent meetings would ahow for more detailed discussions and the possible development of a plan to test implementation of efectronic submittals. NRC representatives frcm various staff and program offices, including the Office of the General Counsel and the Office of Nuclear Reactor Regulation, would attend those later meetings as appropriate.
