Subject:
Three Mile Island Nuclear Station, Unit 1 (TM1-1)
Docket No. 50-289 Operating License No. DPR-50 GPU Nuclear Response to Inspection Report (IR)96-201 - Revised Schedule for Completion of Actions The purpose of this letter is to provide a schedule update for (4) four of the (28) twenty eight Open Items (OIs) from NRC Inspection Report (IR)96-201, dated April 15,1997. These items stemmed from an engineering design inspectic.n of the Decay Heat (DH) and Makeup &
Purification (MU&P) Systems. As requested by the IR, GPU Nuclear provided a schedule for completion of the corrective actions to resolve the Ols in a letter dated June 23,1997.
The five items that are behind the schedule provided in our June 23,1997 letter are as follows:
Oi +5-201-01, " Letdown Line Break in the Auxiliary Building," and 0196-201-06, " Consequences of Failure of Aux Steam Piping."
Resolution of these two Ols is being pursued in parallel because both involve the potential need for qualification uf electrical equipment in the Auxiliary Building (AB). We have found that more work will be involved than had been accounted for in our original schedule. The current schedule calls for completion of the analytical work by December 1998 and any necessary modifications or replacement of equipment during the next refueling outage, the Cycle 13 Refueling (13R) Outage which is scheduled to begin in i
September 1999, i
D,I
]D 0196-201-04, " Adequacy of Makeup Tank Pressure / Level Curves" v
The GPU Nuclear schedule to revise the MU&P System Design Basis Document (SDBD) by August 30,1997 had to be delayed to support other work needed for the 12R Outage.
We currently expect to incorporate the changes that were identified in a revision of the MU&P SDBD by December 31,1997.

' 019Ci-20J-l 1: " Makeup Tank Level Instrument Loop Tolerances" Our original schedule for revision of Surveillance Procedure (SP) 1302-5.17 by August 30,1997 was based on the perceived need to re-calibrate the Makeup Tank level instmmentation following completion of a revised calculation. In accordance with our commitment, a new calculation was issued to resolve the NRC's mspection finding. Since the results from the last calibration were found to meet the new calculation requirements, our schedule for revision of SP 1302-5.17 to incorporate the calculational changes has been delayed until the next scheduled performance of the procedure in June 1998.
Technical Specifications (TS) Tat le 4.1-1, Item 27 requires calibration of the Makeup Tank Level Channels at least every 24 months when the MU&P System is in operation.
0196-201-18: " Timeliness of Action on SSF1 Open items" Our original schedule for completion of action to resolve SSF1 Open items by December 31,1997 needs to be revised. Of the three items that are still open, one of these items (SSFI Item 212-8) involves a calculation that will not be completed until March 31, 1998. The completion of this calculation has been delayed due to the diversion of resources to support the closure of 0196-201-01 and 0196-201-06 discussed above.
Other work to resolve these Ols and the other (24) twenty-four Ols is either complete or un schedule with respect to the dates provided in our June 23,1997 letter.
Sincerely, ik
