COMPLIANCE EVALUATION REPORT: APPLICATION DATED AUGUST 29,1997, CLOSURE OF C-360 AUTOCLAVE ISOLATION VALVES FOLLOWING ZONE 1 OR ZONE 4 UF6 DETECTION BACKGROUND By letter dated August 29,1997, the United States Enrichment Corporation (USEC) requested an amendment to the certificate of compliance for the Paducah Gaseous Diffusion Plant (PGDP). The request is to revise the Technical Safety Requirements (TSRs) 2.1.4.1 ano 2.1.4.2a to include operability and surveillance requirements for additional ,

valves required to close upon C-360 Zone 1 or 4 UF6 detection.

DISCUSf DN Compliance Plan issue 3, Action 5 required modifications to the UF6 detection systems for Zones 1 and 4 in C 360 such that upon detection of a UF6 re' ease, at least two containment isolation valves on each of the affected transfer / sampling pathways would close. Previously closure of only one containment isolation valve was initiated upon detection of a UF6 release for some pathways. USEC has completed the modifications.

The Compliance Plan did not require submittal of revised TSRs to reflect the modifications.

However, upon rev: ewing the TSRs for these systems TSRs 2,1.4.1 and 2.1.4.2a, USEC recognized the need to revise the TSRs to include operability and surveillance requirements for the additional valves required to close upon UF6 detection.

TSR 2.1.4.1 covers the UF6 Release Detection System in the Laboratory area (Zone 1) of C 360. Upon detection of a UF6 release, valves FV *47, XV *48, XV *49, XV *50, XV-

'51, and XV *52 will close for Zone 1. TSR 2.1.4.1, Conditions D and F have been revised to provide limiting conditions of operation that include valvo FV *47. If valve FV-

'47, XV *49, XV '50, or XV '52 is inoperable, the current sampling cycle may be completed before operability is restored, if valve XV '49 and either valve FV *47, XV *50 or XV *52 is inoperable, sampling operations must be stopped and tne sample manifold evacuated. Additionally valve FV '47 has been added to SR 2.1.4.1-1 which requires a quarterly surveillance to verify that the isolation valves will close in 10 seconds upon detection of smoke.

TSR 2,1.4.2a covers the UF6 Release Detection System in the basement transfer room (Zone 4) of C-360. For Zone 4, valves FV *47, XV *49, XV *50, XV *52, and WV-042 close upon UF6 detection. TSR 2.1.4.2a, Conditions C and D have been revised to provide 9712150315 971200 '

' inoperable the current transfer operation must be stopped and the transfer manifold evacuated. SR 2.1.4.2a 1 has been revised to specify the valves that are part of the surveillance. The UF6 release detection head is tested quarterly to verify it will detect--

-smoke and close the isolatic: valves, including FV '47 and XV '49.

- The modifications made by USEC under Compliance Plan issue 3, Action 5 provide for closure of at least two containment valves for each possible UF6 pathway. The proposed E TSR modifications establish appropriate TSR limiting conditions of operation and.

surveillar ce requirements for the valves.

USEC also provided Safety Analysis Report (SAR) page changes for NRC information and not for approval as part of the amendment request. USEC stated that these SAR pages had been evaluated in accordance with 10 CFR 76.68 and do not require NRC approvcl.

Therefore, NRC will not include these pages as part of the amendment approval. The staff notes _that Figure 3.6-5 provided in the package did not reflect valve FV '47. USEC subsequently provided the updated figure to reflect valve FV '47.

ENVIRONMENTAL REVIEW lssuance of an amendment to Certificate of Compliance GDP 1 to revise the TSRs to include operability and surveillance requirements for additional valves is subject to the categorical exclusion provided in 10 CFR 51.22(c)(19). Therefore, neither an environmental assessment nor an environmental impact statement is required for the proposed action.

CONCLUSION

. The proposed revision to TSRs 2.1.4.1 and 2.1.4.2a to add operability and surveillance requirements for additional valves required to close upon C 360 Zone 1 or 4 UF6 de.tection will reflect the actual operating conditions of the UF6 detection system. The revisiors is necessary due t.T recent equipment modifications. The staff recommends that the revised TSRs be approved.

The Region ill Inspection staff has no objection to this proposed action.
