Cheryl L. Stovall, being duly sworn, deposes and says:
1.
My present position is Emergency Management Program Specialist for the Federal Emergency Management Agency.
Included among my responsibilities is the radiological emergency planning liaison function between FEMA Region IV and the States of Georgia, Alabama, Florida and Tennessee.
In this position, I am responsible for the review of radiological plans and preparedness for these States and for the local governments within these States.
I have held this position since December 1981.
I have been employed by FEMA since June 1980.
A current statement of my professional qualifications is attached hereto.

I have personal knowledge of the matters discussed herein and believe them to be true and correct.

I make this' affidavit in response'to contentions EP-2/EP-2(a).
EP-2 contends:
f Applicants fail to show that provisions exist for prompt communications among principal response organizations to emergency personnel and the public as required by 10 CFR 50.47(b)(6).'
EP-2(a) contends:
The Burke County plan states that the means-of communication among local governments and respective department / agency personnel-i within the Plume Exposure Pathway EPZ are, primarily, dedicated circuits and commercial phone lines, and secondly, radio systems.
This plan ignores the probability that both dedicated and commercial phone lines will i
quickly become overloaded and incapacitated and in the event of a radiological accident at'the-plant the limited radio bands made available to emergency response' vehicles will just'as quickly become congested.
l In admitting the contentions the Board focused its concern as to whether " administrative controls are in place to restrict use of the dedicated lines to the transmission of official and necessary messages."
August 12, 1985, " Memorandum and Order (Ruling on Joint Interrenors' Proposed Contentions on Emergency Planning)."
In evaluation of State and local emergency response plans the requirements for Emergency Communications in NUREG 0654, Planning Standard states that " Provisions exist for prompt communications among principal response organizations to emergency personnel and to the public".
The-emergency communications standard is. measured by the following evaluation criteria:

The communications plans for emergencies shall include organizational titles and alternatives for both ends of the communi-cation links.
Each organization shall establish reliable primary and backup means of communication for licensees, local, and State response organizations.
Such systems should be selected to be compatible with one an'other.
Each plan shall include:
F.1.a.
provision for 24-hou'. per day notification to and activation of the State / local emer-gency response network; and at a minimum, a telephone link alternate, including 24-hour per day manning of communications links that initiate emergency response actions; F.1.d.
provision for communications between the nuclear facility and the licensee's near-site Emergency Operations Facility, State and local emergency operations centers, and radiological monitoring teams.

The Georgia and South Carolina 2 State and local plans identify the ENN as a primary notification and communication link.
i As stated in the affidavit of Jean M.
DiLuzio, paragraph #3:
i The ENN is a dedicated, "hard-wired" telecom-i munications system exclusively for use in a radiological emergency.
The ENN system links
-Plant Vogtle with the principal organizations responsible for emergency response within the Vogtle plume exposure pathway Emergency Planning Zone ("EPZ") -- specifically, the Str.tes of Georgia and South Carolina;d Barnwell Burke i
County, Georgia; Aiken, Allendale, an Counties, in South Carolina; and the Savannah River Plant.
The emergency communications requirements (F.1.,
F.1.a., F.1.d.)
are adequately addressed by the State and local plans which include the ENN system.

I have reviewed the affidavits of State and local emergency personnel regarding the security of the ENN system.
These affidavits identify that the locations for the ENN terminals are in facilities that are manned on a 24-hour basis or locked in storage until activation.
These affidavits establish that security controls are in place for the ENN system which confirms physical controls of access exist.

Administrative controls for the ENN system are identified in the affidavits of State and local response personnel.
ENN terminal will be subject to strict administrative controls.
By procedure, use of the ENN will be limited to the transmission of 4
official and necessary messages, such as information about the date and time of an incident, the class of emergency, whether a release is taking place, the type of actual or projected release and estimated duration / impact times, estimates of quantity, points and heights of radioactive releases, the chemical and physical form of releases, a
meteorological conditions, actual or projected dose rates and integrated doses, estimates of any surface radioactive contamination, emergency response actions underway, potentially affected populations and areas, any recommended emergency actions (including prote:tive measures), requests for any needed onsite support by offsite organiza-i tions, and the prognosis for the event based on plant information.

I have no reason to doubt the administrative controls and these controls should allow effective transmission of official and necessary messages.

To prepare personnel for emergency response actions training requirements are established.
In NUREG 0654, Planning Standard 0 -
Radiological Emergency Response Training, the following evaluation criteria are used to measure training programs:

Each organization shall establish a tra'.n-ing program for instructing and qualify ing personnel who will implement radiological emergency response plans.2/
The specialized initial training and periodic retraining programs (including the scope, nature and frequency) shall be provided in the follow-ing categories:

Personnel responsible for transmission of emergency information and instructions.
f The NUREG requi;ements for training are adequately addressed in State and local plans for Georgia and South Carolina.
By training personnel responsible for the transmission of emergency information the administrative procedures are further strengthened enhancing the effec,1veness of the procedures.
