By Northem States Power Company's (NSP's) application dated January 15,1998, and Westinghouse Electric Corporation's affidavit dated January 14,1998, cxecuted by

_ Mr. Henry A Sepp, NSP submitted a license amendment request or, moveable incore detector -

thimble reduction for Unit 1 Cycb 19 and requested that Exhibit D, " Prairie Island Unit 1 Cycle 19 Thimble Deletion Study," dated January 6,1998, be withheld from public disclosure pursuant to 10 CFR 2.790. NSP's Jcnupry 15,1998, application also provided a nonproprietary version of the document.

Westinghouse stated that the submitted information should be considered exempt from mandatory public disclosure for the foilowing reasons:

The information reveals the distinguishing aspects of a proceso (or component, structure, tool, method, etc.) where prevention of its use by any of Westinghouse's l:

competitors without license from Westinghouse constitutes a competitive economic l
