SUBJECT:
MEETING WITH DEPARTMENT OF ENERGY ON DRUM CELL FACILITY The subject meeting was held in the Willste Building on July 1,1986. The meeting agenda and list of attendees are attached.
The Department of Energy (Dr. W. H. Hannum) informed us that they hoped to initiate construction soon to prepare a base mat for the RTS Drum Cell Facility in order to take advantage of the weather conditions in Summer and Fall. The decision to be made by the Department on the on-site disposal of LLW was expected on or before July 11, 1986.
If the decision were to be in favor of the disposal in a tumulus, the Drum Cell Facility would eventually be converted to a tumulus. We were asked to consider the design of the Drum Cell Facility from the standpoint of its possible later conversion.
One particular aspect of the design presented is the monitoring cells.
Techniques for measuring and recording settling displacement and moisture content are being considered. A separate, but near, pilot test facility is also planned to provide performance data over the next few years to obtain an improved insight on the likely performance of a tumulus, if the conversion takes place.
We intend to provide our informal advice and comment within a few days to be followed by a letter of documentation.
