}}, Commonwealth Edison Company (Comed) requested a clarification to the LaSalle County Station Blackout (SBO) Safety Evaluation (SE) dated March 6,1992. Specifically, Comed requested clarification of Section 2.3.2 of the SBO SE related to the Class 1E battery capacity. The SE, in addition to stating that the battery capacity calculations L. sed an electrolyte temperature of 60 degrees Fahrenheit, a design margin of 1.0, and an aging factor of 1.25, also states that the battery calculation provides a minimum margin of 8.3 percent for all Class 1E batteries except the Division 3 batteries. Comed has determined that the published 1 minute rating for the batteries was overstated and the remaining battery margin is actually 3.7 percent after recovery. Comed determiried that an adjustment of the aging factor is necessary to maintain a 5 percent remaining margin. Comed has committed to revise the plant procedures and Updated Final Safety Analysis Report to be consistent with the change to the aging factor and 5 percent remaining battery margin prior to restart of either unit. The staff has reviewed Comed's proposal and has determined, as discussed in the enclossd supplemental SE, that the proposed changes are consistent with the SBO rule and are acceptable.
