Dear Mr. Veesaert:

In response to your recent letter relative to NRC participation in the development of a dam safety training program by sending a representative to serve on the Technical Activities Committee, I have reviewed my projected manpower and budget for the future. Additionally, my staff has been in contact with Mr. Lyman Heller of the NRC who serves on the Interagency Committee on Dam Safety.

Based on the best information I have at present, I have determined that our technical manpower resources are limited to the extent that the NRC will not 3 be able to provide resources for this effort other than the funds already committed. Several new initiatives have tapped our technical resources such as a newly formed pool of technical personnel to be utilized in Incident Investigation Teams for events at nuclear facilities. It is anticipated that several teams will be formed throughout the course of each year to respond to certain events at reactor or other nuclear sites which the NRC regulates.

We appreciate the offer extended to the agency to participate, but we must decline at this time. We would, however, be willing to maintain contact via correspondence of the efforts of the TAC serving in the area of training, especially since the NRC has provida some funding for the effort. Any such correspondence should be through Mr. Lyman Heller, NRC Dam Safety Officer.
