NRC-04-97-039 Modification No. 5 Page 2 of 2 The purpose of this modification is to: (1) revise Task Arca 2 in accordance with the attached Statement of Work, and the contractor's technical proposal dated January 5,1998, which is hereby incorporated by reference and made a part of this contract, (2) increase the contract ceiling and obligated amounts by $329,878 from $1,502,814.28 to $1,836,692.28, and (3) revise the period of performance. Accordingly, the contract is hereby modified as follows:

Under Section C.1.3, Task Area 2, is deleted in its entirety and the attached is hereby incorporated.

Under Section B.3, Consideration and Obligation, paregraphs (a), (e), and (f) are deleted in their entirety and the following is substituted in lieu thereof:

"(a) The tota; estimated cost to the Govemment for full performance of the base year is

$1,836,692.28 of which the sum of $1,707,776.63 represents the estimated reimbursab'e costs, the amount of $119.544.05 represents the fixed fee, and the amount of $5,371.60 represents the facilities capital cost of money.

(e)

The amount presently obligated with respect to this contract is $1,836,692.28.

(f)

It is estimated that the amount currently allotted will cover performance through September 30,1998."

Section F.6, Duration of Contract Per;od, is revised as follows:

"This contract shall commence on 4/24/97 and will expire on 9i30/98. However, the only work to continue beyond 4/24/93 through 9/30!98 is Task Area 2 which is described in the attached Statement of Work. The term of this c'ntrac, may be extended at the option of the Govemment for an additional 4 one-year options. Should the NRC exerche any option periods, the optional periods will be exercised and commence in April."

All other terms and conditions of the subject cotract remain unchanged.

A summary of obligations, from the award date through the date of this modification, are provided below:

ATTACHMENT 1 MODIFICATION TO Tl!E RELAPS CODE MAINTENANCE PROGRAM CONTRACT NUMBER NRC-04-97-039 V

Modify item C.14 TASK AREA 2 of the contract to add the following to the general description, and add items to Subtask 2.

TASK AREA 2:

(supphment general description with the following requirement):

All new documents will be created and delivered to the NRC in FrameMaker 5.5 format. The work proposal must identify the individui.is responsible for eac!, task, and the percen age of the'.r time being spent on the task. All work will be performed under ' Reactor and Plant Systems Branch Quality Assurance Overview" (attached), with the excepUcn that the effort threshold for bug fixes is one week instead of one month.

(add the following to Subtask 2, (g) The contractor t, hall correct eirors identified during Beta Testing and shall incorporate minor improvements found to be deficient dunng the testing. The contractor will correct minor errors and implement minor feaiures, where minor is defined as requiring less than one staff werk of effort to complete. A list of the error corrections and features which have been implemented shall be sent by E-mail to the NRC technical monitor by the 5th of each month.

Level of effort: 1.5 Staff-Months Estimated Completion Time: September 30,1998 (h) Errors or features requiring a staff week or more of effort shall be brought to the attention of the NRC Project Officer. Should this effort be required, a contract modification will be prepared and approved by the Contra : ting Officer. If approved, the SQA process snail begin.

Level of effort: 3.5 Staff-Months Estimated Completion Time: September 30,1998.

(i) SNAP shall check for RELAPS specific input errors, such as unphysical geometry values, unphysicalinitial conditions, and loop closure. The SQA documents for the error checking functions shall be provided to the NRC Projec+ Officer by January 16,1998 for approval. After approval of the SOA documents by the NRC Project Officer, implementation shall proceed, with the features to be implemented into SNAP by July 1,1998.

(j) The capability to display the trips and controls layer of the input model shall be developed.

The feature shall be able to import the trips and controls from an existing RELAPS input deck, or shall support the user in creating the model through SNAP. The capability to display and edit

all of the parameters for each trip Ead control shall also be provided. A plan shall be presented to the NRC Project Officer by January 30,1993. The SOA documents for the trips and control layer shall be provided to the NRC Project Officer by January 30,1998 for approval. A draft version of the design document shall be issued by Juv 1,1998, corresponding to the final Beta Testing version of SNAP. A programmer's gu'de shah Le developed as an appendix to the design document, which describes the code structure and provides a listing and brief description of the major classes, including a listing of their variables and member functions. The manual slo" be updated as changes are made to SNAP.

The user inanual documentation shall be developed in FrameMaker 5.5, emulating a conventional text manual with table of contents hyperlinks. It shall be updated as changes are made to SNAP. Both the FrameMaker version and HTML version exported from FrameMaker snall be distributed with SNAP.

Level of Effort: 1.5 Staff-Months Estimated Completion Date: September 30,1998.

(l) The heat structure layer shall be implemented into SNAP. The feature shall be able to import the heat structures from an existing RELAPS input oeck, or shall support the user in creating the model through SNAP. The capability to display and edit all of the parameters for the heat structures shall also be provided. Additionally, new components shall be added to the RELAPS phlette which allows for the pipe and single volume components to be created with a default heat structure attached The SQA documents for the heat structures layer shall be provided to the NRC Project Officer by January 30,1998 for approval. Upon approval from the NRC Project Officer work shall begin on the heat structures layer for the SQA documents with the features to be implemented into SNAP by July 1,1998.

Level of effort: 3.0 Staff-Mcnths Estimated Completion Time: July 1,1998 (m) A component navigator shall be implemented into SNAP. This component navigator shall enable the SNAP user to view and edit all hydrodynamic components and their cells, and heat structures in a tabular form so that by sc olling, all of the components can be viewed in the vertical direction and all of trie parameters in the horizontal direction. The Component Ncvigator shall allow for sorting on any of the parameters, and for changing a given parameter for multiple components simultaneously.

The SOA documents for the wxWidget and component navigator shall be provided to the NRC

3 Project Officer by February 27,1998 for approval. Upon approval from the NRC Project Officer work shall begin on the wxWindows widget and component navigator for with the features to be implemented into SNAP by September 30,1998.

This work shall use a wxWindows widget, which must be constructed as part of this task.

This project workspace shall contain the actual model(s) being developed, allowing the user to designate a quality assurance (QA) level and allowing facilities for tne user to provide a history l

'L Level of Effort: 3.0 Staff-Months Estimated Completion Date: February 20,1998 Comments regarding appearance changes requested by the NRC Project Officer shall be incorporated into the Project Workspace, and the Project Workspace shall be incorporated into the main version of SNAP, after completion of the SQA documents, which shall be delivered to the NRC technical monitor by March 1,1998. SNAP shall be configured so that it can be used in a standalone mode (i.e. Project Workspace functions are disabled) in case the database or network connectNity are not available, in this standalone mode, SNAP shall still have the capability to save input models and graphical information using flies. The project workspace features shall be incorporated into the SNAP code before September 30,1998.

Level of Effort: 2 Staff-Months Edimated Completion Date: September 30,1998.

(o) The contractor shall assist the NRC in creating the necessary workspace environment on its Unix and Windows NT platforms for compiling the code. Versions of the Makefiles which compile the code on the NRC platforms shall be maintained concurrently with SNAP.

Testing of the SNAP code shall be performed on a suite of 10-12 large system input decks provided to the contractor. The contractor shall ensure that SNAP correctly imports and displays these input decks, and then exports and allows a brief RELAPS execution of the exported RELAP5 deck for each version of SNAP.

A version of SNAP shall be created and placed on the NRC server designated by the NRC technical monitor on the second and fourth Friday of each mcath. This version package shall consist of the SNAP executables for each supported Unix platform, the updated user documentation, the complete archived source code and Makefiles. Upon approval of the NRC

4 Project Officer the SNAP shall be distributed to the users.

Level of Effort: 2 Sraff-Months Estimated Completion Date: September 30,1990.

(p) SNAP shall be ported to the Windows NT environment. The contractor shall submit a brief description of the compiler and libraries required. Upon approval of the NRC Project Officer the contractor shall make the necessary purchases. The cost of any purchase of equipment / materials has already been included in the basic award. After completion of the porting of the SNAP code, the NT platform shall then be one of the platforms for which a code version is created.

5 Additional Meetings and Travel

' For successful completion of the work required in this contract, it is anticipated that the contractor shall travel to the NRC office in Rockville, MD at the times specified below. All travel shall be approved in advance by the Project Manager, be specifically performed in support of this prcject, and be in compliance with Federal Transportatior Regulations.

Three 3-day design / planning meetings shall be held in Rockville, MD, tentatively scheduled for February 6,1998 and April 6,1998.

Period of Performance The period of performance for items (g) through (p) shall be from January 1,1998 through Septembc? 30,1998.
