SUBJECT:

CHANNEL CAllBRATION OF NEUTRON FLUX CHANNELS, BEAVER VALLEY POWER STATION, UNIT NOS.1 AND 2

Dear Mr. Cross:

It has recently been brought to our attention that Duquesne Light Company's (DLC's) ongoing review of technicel specification (TS) surveillance requirements has identified certain i

l inconsistencies in the channel calibration requirements applicable to the neutron flux channels in the Beaver Valley Power Station, Unit Nos.1 and 2 (BVPS-1 and BVPS-2) TSs. The TS definition of channel calibrations requires that channel calibratior.s shall include the sensors.

DLC's review has noted an inconsistency in that the channel calibration requirements for the t

Power Range, Neutron Flux High Setpoint includes a notation (notation 6) to the effect that the neutron detectors may be excluded from channel calibration. However, the other neutron flux l

channels do not include this notation.

l Our review has determined that neutron detectors were not intended to be included in the channel calibrations of any of the neutron flux chwanels at BVPS-1 or BVPS-2 since it would be impractical to perform a channel calibration that would include the neutron detectors. We have concluded that the failure to include notation 6 in the channel calibration surveillance requirements of the other neutron flux channels was an oversight, which should be corrected by prompt submittal of a license amendment. We also note that exclusion of the neutrori detectors from the channel calibration requirements for all neutron flux channels is included in the NRC's

" Improved Standard Technical Specifications for Westinghouse Plants," (NUREG-1431, Revision 1).

Please contact the NRC Project Manager for BVPS-1 and BVPS-2, Donald S. Brinkman, at (301) 415-1409, if you have any questions regarding this issue.
