Attachments 1 and 2 summarize test results at three locations; the Paiisades Plant, Big Rock Point Plant and the Corporate Office.

EUMMARY OF COMMITMENTS This letter contains no new commitments and no revisions to existing commitments.

SUMMARY

A.

RANDOM TESTING During this reporting period, Consumers Energy conducted a total of 599 random tests with the following results:

PRE ACCESS TESTING A total of 266 pre access tests were conducted, resulting in four (4) instances (2 THC; 1 codeine / morphine; 1 alcohol) where access was denied.

FOR CAUSE TESTING Denial of access occurred against a contract employee who was identified as evidencing the effects of alcohol. Following a report of a strong odor of alcohol a for-cause test was administered with average readings of 0.02%. An immediate investigation took place to dete*ne whether the alcohol consumption took place on

l site, however, no evidence of tt. a was found.

[N111MIVES TAKEN/ LESSONS LEARNED _

An audit of our NIDA approved laboratory, South Bend Medical Foundation, was conducted by our internal assessment department. The Director of the University of Michigan's Drug Testing Laboratory participated in the audit as a Technical Specialist.

Audit results demonstrated that the conduct of laboratory activities was satisfactory and contributed to the overall success of our company's FFD program in meeting the performance objectives defined in 10CFR26. No deficiencies were identified by the audit team.

A new collection agency was hired to conduct FFD testing at the Big Rock Point site.

Even though they were certified collectors under the Department of Transportation's FFD program, we provided them with a day of training to review our company's policy and collection procedures. Several start up problems occurred during the first two weeks of collections, which included inaccurate completion of the Chain of Custody forms and omitting the alcohol breath test during random testing. The most significant error occurred when, upon completion of random testing, one collector misplaced his car keys. While searching for the keys, he placed a box containing the collected specimens next to his vehicle and then drove off, forgetting about the specimen box.

Site Human Resources Department retrieved the specimens and disposed of them. In allinstances described, recollection occurred on the original donors. All results were negative.

REPORTABLE EVENTS UNDER 10CFR2L SECTION 21Za During this six-month interval, Consumers Energy did not encounter any FFD event that required reporting under NOCFR26.73.
