SUMMARY
OF NRC/INPO INTERFACE MEETING NOVEMBER 12,1998 NRC Staff Resoonse to the Chairman's Taskina Memorandum The NRC staff provided the representatives from INPO a copy of the latest update to the staff's response to the Chairman's Tasking Memorandum, highlighting the numerous initiatives NRC was undertaking. Both the NRC and INPO representatives discussed the ongoing changes wit m their respective organizations and the need for vigilance in communicating and achieving an understanding of the desired outcomes throughout alllayers of management and staff. Both agencies' representatives discussed the issues involved in " change management" and the importance of taking a deliberate and steady approach, clearly articulating management's expectations in as simple a manner as possible. INPO Trainina and Accreditation The INPO representatives discussad certain significant changes in the organization's evaluation of licensee training programs. The INPO representatives stated that the action was the result of a need for INPO to address and keep pace with ongoing changes to licensees' training programs, INPO's desire for a more effective look at licensee training standards and for greater efficiency. As outlined in the handouts during the meeting (attachment 2), INPO intends to 1.) augment plant evaluation and WANO peer review teams with five training evaluators,2.) eliminate Accreditation Team Visits as distinct plant visits, and 3.) review all twelve accredited programs during each evaluation. INPO plans to implement the initiative in the first quarter of 1999 and has three pilots currently underway. Feedback from the industry to date has been positive, resulting in a more useful product and reduced burden upon licensee staff. The INPO representatives responded to an NRC question regarding INPO's intentions toward the development of an operator licensing examination writer's guide. INPO stated that they currently had no intention to develop such a guide, since the existence of another guide would be duplicative of NUREG 1021 and confusing to the industry. NRC's Risk-informed initiatives The NRC representatives provided an overview of the agency's approaches for risk-informing 10CFR50 (Attachment 2). Several options were briefly described, including proceeding with - selected ongoing specific changes, altering the scope of 10CFR50 to be risk-informed, modifying 10CFR50 to allow risk-informed processes as alternatives to rules, and/or rewriting technical requirements in some or all of 10CFR50. Key issues and the status of the recommendations under development for the Commission's considuation were also discussed The NRC representatives highlighted the fact that the agency did not intend to make regulations risk-based and that no changes would be developed solely on risk calculations.
s INPO Imorovement Initiatives The INPO representatives discussed certain improvement initiatives including increasing the value of plant evaluations by fielding specially sized teams; providing greater clarity in INPO evaluation reports to provide a better understanding of the issues; and adding balance to evaluations, highlighting what was seen as both good and bad. The INPO representatives also discussed improvements to their event analysis program, providing just-in-time operating experience on INPO's members-only website. This system allows INPO member utilities to review recent operating experience in certain areas. As an example, a certain area would be "Midioop Operation", providing licensees an awareness of previous experience and issues that can be reviewed just prior to execution at that plant. l The INPO representatives also discussed their ongoing assistance program in place for nearly l 18 months, which provided for interaction between INPO senior representatives assigned to individual plants and plant managers to discuss plant performance. Working closely with the plant, the senior representatives develop comprehensive assistance plans and provide continuous follow-up to help improve plant performance. The INPO representatives stated that this assistance program has been very well received by the industry and that they have been able to effectively address many issues with licensees. Cooperative Efforts The meeting attendees noted the increased dialogue and cooperation between the two organizations. They agreed to commence an initiative to identify duplicative efforts in order to more effectively utilize resources, while maintaining the appropriate level of participation and communication to all stakeholders, including the public. l i l l i Y i
