Dear Mr. Kingsley:

On Janusry 26 1998, the NRC completed an inspection at your Byron Generating Station Units

1 and 2. The enclosed report presents the results of tnat inspection.

The inspection was an examination of activities conducted under your license as they relate to

radiation safety and to compliance with the Commission's rules and regulations and with the

conditions of your license. Within these areas, the inspection consisted of selective

examinations of procedures and representative records, interviews wlth personnel, and

observation of activities in progress. Specifically, the inspection focused on your survey

program, unconditional and conditional release programs, and overall radiologicsl conditions of

the plant.

Overall, the survey program, and unconditional and conditionalIelease programs were

generally well implemented. We are concerned, however, with the event involving the worker

who crossed a radiography boundary on January 11,1998. Although the individual received no

additional exposure from crossing the boundary, radiography work has the potential for very

high exposures if proper precautions and procedures are not followed. The workers failure to

follow the directions on the posting is a concern and resulted in a non-cited violation. We also

identified isolated problems with the completeness of survey documentation and the review of

that documentation, including an instance when a survey reccrd was approved prior to final

completion. Discussions with Radiation Protection management indicated that this did not meet

stat lon expectations. A non-cited violation was identified for incomplete surv 1 documentation.

Additionally, we identified a weakness in the way high radiation areas within Antainment were

posted during the steam generator replacement project. Although the majority of the areas in

containment did not have radiation fields high enough to meet the definition of a high radiation

area as defined by 10 CFR Part 20, all access points into containment were posted as a high

radiation area. The purpose of radiological postings is to alert workers to the presence of

radiation fields and help them to keep their doses ALARA. Posting til of containment es a high

radiation area and not the individual discrete areas within containment may not provide workers

with sufficient radiological information to minimize exposure from radiation.
