SUBJECT:

FLRT CALHOUN STATION, UNIT NO.1 - AMENDMENT NO.183 TO FACILITY OPERATING LICENSE NO. DPR-40 (TAC NO. M91397)

Dear Mr. Gambhir:

The Commission has issued the enclosed Amendment No.183 to Facility Operating License No. CPR-40 for the Fort Caihoun Station, Unit No.1. This amendment consists of changes to the Technical Specifications (TS) in resoonse to your application dated January 9,1995, as supplemected by letters dated Octot'er 17,1996 and January 26,1998.

The amendment revises the TS to delete the requirements for the toxic gas monitoring sy', tem (TGMS) contained in TS 2.22 and TS 3.1, Table 3-3, item 29, for the toxic chemicals except ammonia. After careful review, the NRC staff has concluded that due to seismic conwns about large quantities of ammonia stored near the plant, removing monitoring capab&y for ammonia cannot be approved. The basis for this finding is documented in the enclosed safety evaluation.

A copy c' the Notice of Partici Denial of Amendment to be published in the Federal Reoister is enclosed for your information. The Notice of issuance will be included in the Comm:ssion's next biweekly Federal Ecpislet notice.

Sincere!y, Original Signed By L. Raynard Wharton, Project Manager Project Directorate IV-2 Division of Reactor Projects - lll/IV Office of Nuclear Reactor Regulation Docket No. 50 285
