1. The U.S. Nuclear Regulatory Commission (the Commission) has found that A. The application icr an amendment to Facility Operating License No. R-108 filed by the Dow Chemical Company (the licensee) on January 29,1998, as supplemen-ted on February 2,1998, conforms to the standaids and requirements of the Atomic Energy Act of 1954, as amended (the Act), and the regulations of the Commission as stated in Chapter i of Title 10 of the Code of Feders/ Regulations

.(10 CFR);

B. The facility will operate in conicimity with the application, the ruovisions ot e Act, and the rules and regulat':ns of the Commission; i C, There is reasonable assutance that (1).the activities authorized by this amendment can b3 conducted without endangering the health and safety of the public and (ii)

. such activities will be conducted in compliance with the regulations of the Commission;

, D. The issuance of this amendment will not be inimical to the common defense and security or to ^ e health and safety of the public; E. _ This amendment is issued in accordance with the regulations of the Commission as stated in 10 CFR Part 51, and all applicable requirements have been satisfied; and F. Prior notice of this amendment was not required by 10 CFR 2.105, and publication of notice for this amendment is not required by 10 CFR 2.106.

2. Accordingly, the license is arnerded by changes to the Technical Specifications as indicated in the enclosure to this license amendment, and paragraph 2.C.(2) of Facility Operating License No. R 108 is hereby amended to read as follows:

(2) - Technicaljoecifications

- The Technical Specifications contained in Appendix A, as revised through

- Amendment No. 8, are hereby incorporated in the license. The licensee shall operate the facility in accordance with the Technical Specifications. o

3. This license amendment is effective as of the date of issuance.

3.6. Endittion Monitorine Systems l

Aeolicability These specifications ai ply to the radiation monitoring information available to the reactor operator during operation of the reactor.

f Dbiective The objective of these specifications is to ensure that the reactor operator has adequate information to assure safe ope % tion of the reactor.

Soecifications A Continuous Air Monitor (CAM)(with readout meter and audible alarm) to f measure redioactive particulates in the reactor room must be operating during operation of the reactor.

The Area Monitor (AM)(with readout meter and audible alarm)in the rotor room must be operating durhg operation of the reactor oc when work is being done on or around the reactor core or experimental facilities. Dming short periods of repair to this monitor, not to exceed sixty days, reactor oper:Gons or work on or l around the core or experimental faciliths may continue while a portable gamma-:ensitive ion chamber is utilized as a temporary substitute, provided that the substitute can be monitored by the reactor operator.

IlaEt The radiation monitors provide informatiori o? cxisting levels of radiation and air-borne radioactive materials which could endanger operating personnel or which could warn of possible malfunctions of the reactor or the experiments in the
