INTRODUCTION The State filed security plan contentions on January 3,1998. The NRC Staff and Applicant filed responses to those contentions on January 20,1998. Forthe reasons set forth herein, the State submits that all nine of its security plan contentions should be admitted.

This Reply contains Safeguards information, therefore, it is being filed and served in accordance with Paragraph H.I of the Board's Memorandum and Order dated December 17,1997.
