Randy Hutchinson, Vice President j Operations l Arkansas Nuclear One Entergy Operations, Inc. 1448 S.R. 333 Russellville, Arkansas 72801-0967 i SUBJECT: NRC INSPECTION REPORT 50-313/97-18; 50-368/97-18 AND NOTICE OF VIOLATION Dear Mr. Hutchinson: An NRC inspection was conducted October 20 through November 7,1997, at your Arkansas Nuclear One, Units 1 and 2, reactor facilities. The enclosed report presents the scope and results of that inspection. The inspection concluded that, in general, you had a good corrective action program. Conditions that could degrade the quality of plant operations were generally effectively identified, resolved, and prevented. However, the inspection identified a violation of 10 CFR 50.59 associated with a failure to perform a written safety evaluation for a change to your procedure and Final Safety Analysis Reports' definition of a " continuous fire watch." The inapection determind that the violation was minor in nature, but no corrective actions had been taken for the violation. The violation is cited in the enclosed Notice of Violation (Notice) and the circumstances surrounding this violation are described in detailin the enclosed report. Please note that you are required to respond to this letter and should follow the instructions specified in the enclosed Notice when preparing your response. The NRC will use your response, in part, to determine whether further enforcement action is necessary to ensure compliance with regulatory requirements. One unresolved item was identified concerning the need for further NRC review of your determination of the consequences for failing to document emergency lighting surveillance deficiencies by means of condition reports. During our followup review, we will evaluate the consequences of this failure as they relate to your Maintenance Rule implementation program. This matter is discussed in Section 01,1 of the enclosed inspection report.
