EMERGENCY PLAN CHANGES

Dear Mr. Stimmell:

This letter acknowledges receipt of your letter dated November 5,1997, which trans.mitted changes to the Emergency Plan submitted under provisions of 10 CFR 50.54(q).

Based on your determinations that the char.ges do not decrease the effectiveness of your emergancy plan, and that it continues to meet the requirements of Appendix E to Part 50, NRC approvalis not required. Our initial review of these changes indicates thern to be in accordance with 10 CFR 50.54(q). Implementation of these changes will be subject to Mspection to confirm that they have not decreased the effectiveness of your emergency plan, in accordance with 10 CFR 2.790 of the Commission's regulations, a copy of this istter will be placed in the NRC Public Document Room.
