This will acknowledge receipt of your letter dated November 3,1997 ano your check for -

$55,000 in payment for the civil penalty proposed by NRC in a letter dated October 3,1997.

Your corrective actions will be examined during future inspections. i in deciding on the appropriate enforcement action to take for these issues, one consideration 4 was your prompt and generally very good corrective actions. After the predecisional enforcement conference and subsequent to the issuance of the enforcement action, however, you identified several examples where additional high points in emergency core cooling systems (ECCS) existed that were not being vented. While we continue to consider your overall corrective actions to have been good, we are concerned that corrective actions relative '

to the venting of the ECCS were not as comprehensive as they might have been and, as a result, these additional examples of unvented ECCS high points were not promptly identified.
