Ladies and Gentiemen:
The pqxn: of tnis letter is to withdraw a previously submitted 10 CFR 50.54 (a)(3) request for NRC review of a proposed reductiori in commitment changes to the Davis-Besse Nuclear Power Sunion (DBNPS), Unit i Updated Safety Analysis Report (USAR)
. Section 17.2," Quality Assurance During the Operating Phase." This request was previously submitted by Toledo Edison (TE) in a letter dated April 25,1997 (TE Serial Number 2401).
J The proposed changes would have modified the Quality Assessment (QA) audit and surveillance findings process to permit QA-originated nonconfotmance documents to be processed through either the audit / surveillance finding process or the nonconformance/
corrective action program (i.e., the Potential Condition Adverse to Quality Report (PCAQR) program). Under the proposed change, audit personnel would have evaluated the adequacy of audit finding responses for " sign?ficant conditions adverse to quality,"
j rrther than for all audit findings. The change would have also permitted audit closure following the audit finding issuance and corrective action responsibility assignment.

Additionally, it was pmposed that the DBNPS commitment requiring the completion of Audit Finding Report corrective actions within 120 days be climinated.

Docket Number 50 346 License Number NPF-3 Serial Number 2502 Page 2 additional information regarding this proposed change was issued bj the NRC dated June 19,1997.
This proposed QA program change was based,in part, on the existing DBNPS nonconfomiance/ corrective action program (i.e., the PCAQR program). The DBNPS corrective action program is currently being reviewed and major process changes are being proposed. Additionally, activities are underway to consider merging the DBNPS 3
and the Perry Nuclear Power Plant, Unit I quality assurance programs into a common document. Considering these activities, TE withdraws the requested change submitted by
