Strategy for 'chieving Engineering Excellence Cooper Nuclear Station, NRC Docket 50-298, DPR-46 As a result of recognized weaknesses in Engineering performance at the Cooper Nuclear Station, the Nebraska Public Power District (District) has developed a Strategy for Achieving Engineering Excellence. A copy of the Strategy is being provided as an enclosure to this letter. We consider this to be a dynamic, living plan. Accordingly, revisions to this plan will be issued as we assess the effectiveness of actions taken and gain new insights from self assessments, benchmarking activities, and external evaluations (e.g., INPO). As discussed at the Management Meeting held January 30,1997, the District is looking forward to follow-up focus meetings with the Staff concerning the Strategy and the results achieved.
