Review of Proposal.by the St. Louis University for Solicitation No. RS-RES-86-121 In accordance with your request of June 30, 1986, I have reviewed the subject proposal. The University proposes a suitable technical program to accomplish the task given in the solicitation, and costs quoted are moderate. Therefore, i
I recommend acceptance of this technical proposal and offer the following specific comments on it:
i The technical approach described by the university is appropriate for fulfilling the requirements described in the solicitation. Personnel assigned to the project are competent, and a reasonable distribution is offered for hours assigned to different levels of personnel. Equipment offered for use in this project is also adequate and includes digital recording of significant microearthquakes.
The costs proposed are reasonable and moderate compared to past yearly costs and operational costs of other networks. Specific amounts listed for travel, equipment purchases and other direct costs are also reasonable.
In spite of the overall reasonableness of the cost proposal, it is in excess of the
$150,000.RES has available for this project.
I reconnend that the Division of Contracts (D.C.) enter into negotiations with St.. Louis University with the object of reducing the cost to $150,000.
