Commissioner Dicus' Comments on SECY-98-281 I have long held the view that our resident inspector staff represents an extremely valuable part of our regulatory program. I have been and remain concerned about retention of qualified resident inspectors. Therefore, I approve the proposed changes to the resident inspector compensation policy and encourage the staff to explore options that would allow implementation of full locality pay for the resident inspectors in FY2000.
However, I do not favor the use of carryover funds if the carryover. amount would be reduced below an acceptab.'e level. Additionally, any options identified to implement the full locality pay for resident inspectors in FY2000 must include a description of the impact of the option on the Agency's other act.vities.
