SUBJECT:

Review of Proposal by the Memphis State University for Solicitation No RS-RES-86-120 In accordance with your request of July 3,1986, I have reviewed the subject proposal. The University proposes a suitable technical program to accomplish the task given in the solicitation, and costs quoted are moderate. Therefore, I recommend acceptance of this proposal and offer the following specific comments:

1.

The technical approach described by the university is appropriate for fulfilling the requirements described in the solicitation.

Personnel assigned to the project are competent, and a reasonable distribution is offered for hours assigned to different levels of personnel. Equipment offered for use in this project is also adequate and includes digital recording of significant microearthquakes.

2.

Cost 3 proposed are reasonable and moderate compared to past yearly costs and operational costs of other networks.

Specific amounts listed for travel, equipment purchases and other direct costs are also reasonable.
