In accordance with 10 CFR 50.4, Duquesne Light Company is forwarding the latest revision of the Beaver Valley Power Station Emergency Preparedness Plan (Volume 1), to the appropriate Nuclear Regulatory Commission (NRC) parties. Per the NRC's request, two copies are enclosed. The changes do not decrease the effectiveness of the plan and the plan, as changed, continues to meet the requirements of Appendix E of 10 CFR Part 50. 10 CFR 50.54(q) requires that these changes be submitted for information only.
Included in this submittal is information regarding implementation of the Severe Accident Management Guidelines (SAMG) which have been incorporated into the applicable sections of the plan. Please note that the following elements of Severe Accident Management have been addressed:
All phases of SAMG implementation have been completed, including procedure / guideline development end initial training for emergency response personnel, Mechanisms for including updated information (from plant changes or new extemal e
knowledge) affecting SAMG implementation are in place. Periodic self-assessment requirements are addressed in our Emergency Preparedness Administrative Procedure EP-9, and An initial self-assessment (Table Top Drill) was performed on December 11,1998, for \\

It was determined that SAMG activities do not I adversely impact ERO response and, other than as stated above, no additional changes are necessary.
