1.0 PURPOSE This procedure provides guidance on employing the c

containment high area radiation monitors (CHARMS) to confirm the type and extent of reactor core damage.

l 2.0 APPLICABILITY This procedure shall be implemented upon a loss of coolant accident (LOCA) and/or degradation of the reactor core.

This procedure is' applicable to Control Room (CR)

Operators, and all Engineers staffing the Technical Support Center (TSC), Emergency Operations Facility (EOF) and the Home Office Emergency Center (HOEC).

3.0 DEFINITIONS CONTAINMENT HIGH AREA RADIATION MONITORS (CHARMS)

CHARMS consist of two gamma ionizagion monitors ghat provide radiation readings from 10 Rad /hr to 10 Rad /hr directly to the Control Room.

The monitors l

GTRE 59 and GTRE 60 are located within the containment I

building on the north anel south sides, respectively at approximately the 2047'-6" level, such that they have

an unrestricted view of the containment done area.

l Their primary function is to provide a quantitative estimate of the amount of radioactive gases that may become trapped in the containment done during a LOCA and/or degradation of the reactor core.

4.0 INSTRUCTIONS 4.1 PRECAUTIONS 4.1.1 When estimating core damage, CHARM readings should only be used in a confirmatory sense such as backup to other measurements of fission product release and other indicators such as pressure vessel water level, core exit thermocouples, etc. (see " Wolf Creek Generating Station Plant Recovery Core Damage Assessment Methodology.")

4.1.2 The methodology of employing CHARMS as an indicator of core damage assumes that the monitors are exposed only to noble gases.

4.1.3 CHARM readings are dependent on the circumstances O

surrounding core damage, i.e.,

a containment breach may reduce the inventory of noble gases within a

containment thereby affecting CHARM readings.

4.1.4 Several core conditions, fuel clad failure and fuel

-9 overtemperature or melt, may exist concurrently within the core each giving rise to a quantitative release of radioactive noble gases.

CHARM readings usually only indicate the total amount of radioactive noble gas trapped in the containment dome and not discern the origin of the gas.

4.1.5 Consideration should be given to the plant operating history when employing the CHARMS to identify core damage.

The graph, Attachment 1.0,

" Percent Noble Gases in Containment," has been derived from steady state conditions.

CHARM readings may underestimate the extent of damage immediately following plant startup since core inventories have not had time to g

reach equilibrium.

4.2 IMMEDIATE ACTIONS

4.2.1 Determine the time lapse, in hours, since reactor shutdown.

G 4.2.2 Determine CHARM readings, in R/hr, from Control Room instrumentation.

4.2.3 Determine the numerical average of the CHARM readings using the following formula:

CHARMS average, (GTRE 59 reading) + (GTRE 60 reading) y reading 2

NOTE:

CHARMS should be relatively close in readings, affected mainly by air currents in the containment building.

CHARMS should be monitored for malfunctions if very large differences in readings exist.

af ter reactor shutdown would be indicative of cladding damage of less than 50% (at 50% percent clad damage, CHARM readings would approximate the midpoint between those readings at 0% and 100% clad damage, 35 R/hr and 10,000 R/hr respectively or 5,000 R/hr).

Conclusions wo;1d have to be substantiated by other indicators such as core exit thermocouples.

Such readings could indicate significant (50%-100%) cladding damage and some fuel overtemperature and no fuel melt or it could indicate very little cladding damage but with a high percentage of localized fuel overtemperature or melt.

1.1 This procedure provides guidance for manually calling out members of the Emergency Response Organization (ERO) of the Emergency Operations Facility (EOF), Home l

Office Emergency Center (HOEC), and the Public Information Organization.

l 2.0 APPLICABILITY 2.1 This procedure shall be implemented to ensure sufficient personnel are available to staff Offsite Emergency Response Facilities.

2.2 This procedure is applicable to the Kansas Gas and Electric Company (KG&E) System Operators, Non-Responding Emergency Communicators (NRECs) 1-4, Advisory Resource Manager (Adv RM), Public Information Organization, and the Administrative Resource Manager (ARM).

3.0 DEFINITIONS 3.1 CALL-OUT Call-out is the methodology that is implemented to ensure proper staffing of the Emergency Response

3.2 VERIFICATION CALLBACK A return telephone call acknowledging the receipt of an emergency notification.

Verification callbacks are employed during the emergency paging of personnel and during reservations of a helicopter for emergency transportation.

3.3 EMERGENCY DIRECTORY WCGS Radiological Emergency Telephone Directory (RETD) l contains the phone numbers for members of the ERO in five (5) divided sections.

3.4 PRIMARY EMERGENCY RESPONSE PERSONNEL Primary emergency response personnel are those person-nel that will be called upon first to staff Emergency Response Facilities.

Primaries are designated with a "P" in the RETD.

l 3.7 PERSONAL PAGER A personal pager is an emergency pager assigned to an e

individual within the ERO.

4.0 INSTRUCTIONS 4.1 PRECAUTIONS 4.1.1 Notification by the personnel paging system is not successful unless a verification callback is received from the appropriate emergency response personnel.

4.1.2 Paging of personnel via commercial telephone systems requires a touch tone phone.

4.1.3 Notification by commercial telephone'is not successful unless contact is actually made with the appropriate emergency response personnel.

4.1.4 Verify that contact is made with the correct ERO personnel before an emergency message is stated, by cross-checking their stated ERO position with their name in the RETD.

4.1.7 Individuals with an asterisk adjacent to their name in Section IV of the RETD shall be called first or as

4.1.8 The possibility exists that multiple individuals may be notified for each of the following emergency re-sponse positions:

WC Public Information Officer (WC PIO)

Non-Responding Emergency Communicator #1 (NREC #1)

Non-Responding Emergency Communicator #2 (NREC #2)

Non-Responding Emergency Communicator #3 (NREC #3)

The first individual notified for each of the above positions should assist in manual call-out and sub-sequent individuals notified should remain on standby to prevent duplicating manual call-out functions.

4.1.9 Individuals contacted by commercial telephone must be informed of the ERO position they are being asked to l

staff.

4.1.10 Individuals should not be contacted to staff more than one ERO position.

4.1.11 Results of the call-out of ERO personnel should be l

reported to the Administrative Emergency Coordinator (AEC) if the Administrative Resource Manager is not j

available at the EOF.

l 4.2 INITIAL ACTIONS I

4.2.1 KG&E System Operators 4.2.1.1 Upon declaration of a Notification of Unusual Event Classification (NUE), KG&E System Operators shall perform the following actions:

4.2.1.1.4 Contact alternates, if a DEM/90 min., DEM/60 min.

and/or WC PIO fail to verify the pager message within approximately 5 minutes and the primaries cannot be reached by commercial telephone.

4.2.1.1.5 Document successful notifications by recording the names of individuals contacted, emergency response positions, contact times, and ability to staff on.0, "WCGS Emergency Response Personnel Call-Out Log Sheet," Form EP 3.5-3.

l NOTE:

If the individual contacted responds that he/she is unable to staff their position, continue to contact alternates until a "Yes" answer is received for ability to staff.

4.2.1.2 Upon declaration of an Alert (A), Site Area Emergency (SAE), or General Emergency Classification (GE), KG&E System Operators shall perform the following actions:
