i This refers to the performance appraisal conducted by Dr. J. Blair Nicholas of j

this office during May 27-29, 1986, for the NRC/ State of Texas Environmental Monitoring Cooperative Agreement around Comanche Peak Steam Electric Station 1

reactor site and to the discussion of the appraisal results with members of i

your staff at the conclusion of the appraisal on May 29, 1986.

i Based on the appraisal results, we believe the state of Texas has the necessary i

personnel, equipment, and facilities to continue to satisfy the conditions of-the agreement.

However, as discussed in the appraisal report, we have several concerns regarding items which did not meet all the conditions of the cooperative agreement and require your attention.

It is my understanding that 4

the identified concerns either have been or will be addressed in order that the e

conditions of the cooperative agreement are met.

We request that you respond i

to these concerns in writing indicating actions taken to meet the conditions of l

the cooperative agreement.
