- Dear Mr. Kenyon:-

.This refers to the team inspection of licensed. operator performance and training conducted :

in six different weeks over the period from October 1. to December 12,1997_ at Millstone

Station, Units 1,2 and 3. The purpose of this inspection was to evaluate the performance-

of licensed operators during the simulator portion of their annual operating tests. - The

enclosed report presents the results of this inspection effort. .

The team of region-based inspectors evaluated eleven crews of operators during 22

s simulator scenanos and the corrective actions for previously identified operator training-

problems. Ten of eleven crews passed the operating test and the.one crew who failed the

-initial test _was properly remediated and passed a subsequent test.. In general, the crews

performed expected actions in a controlled, coordinateo manner that effectively mitigated -

the simulator events._ Also, the team reviewed your resolution of previous tra!ning

deficiencies and agreed with your resolutions as to which licensed operators'could

continue to. perform licensed dutie. Nonetheless, six of the nine items on Confirmatory .

Action Letter (CAL) 1-97-010 remain cpen and Startup lasues List (SIL) item 86 on

operator performance remains open pend:ng additional NRC reviews of Unit 3 operator

training.

In summary, the team did not identify any impediments to restart of the Millstone units,_

and NRC will conduct further assessments of crew and operator training and performance; ,

before it makes its restart decision for Unit 3.-
