Dear Mr. Berkow:

The Redwood Alliance was pleased to hear of the extension granted on the deadline for public comment on the Draft Environmental Statement for the decommissioning of Humboldt Bay Nuclear Power Plant, l' nit Fo. 3.

We feel that this is a good move toward public understanding of ~and inaut into an issue which is so important to the people of t' Tis county.

novever, we feel that this is not enough.

Many incal citizens have indicated to us that they need a local hearing on the DES during the comment period.

This would allow maximum public participation in the process of developing the plan which will affect this community for many years to come.

During the course of our coming to this realization, we j

heard both from PG&E and the FPC that there is no policy allowing a hearing on a DES.

It is also our understanding that there is no policy against'it, either, but the NRC just prefers to wait and offer the public a hearing after the Final Environmental Statement comes out and before the final license is granted.

We feel this situation is deplorable.

Most government agencies allow public hearings on draft EIS as a matter of course, and we feel that this case should not be an exception.

Therefore, because of the major concerns this community has on this issue, we request a public hearing on the DES during it's comment period in order to receive a maximum amount of public comment before finalization.
