STATUS OF AFFIXING A MONETARY VALUE ON THE MAN-REM /

MAN-THYROID-REM Discussion: The Nuclear Regulatory Commission specified, in its opinion on Numerical Guides for Design Objectives and, Limiting Conditions for Operation to Meet the Criterion "As Low As Practicable" for Radioactive Material in Light-Water-Cooled Nuclear Power Reactor Ef fluents.*

interim values of the worth of radiation exposure reduction to be employed in cost-benefit evaluations of radioactive waste treatment system additions. The interim values were $1,000 per man-rem reduction in the population doses received by the whole body and by the thyroid gland. In the Commission's view, the record of the proceedings for the rulemaking did not provide an

- adequate basis upon which to select a specific dollar ' '

value for the worth of radiation exposure reduction.

The interim values were selected simply to represent

  • values slightly more conservative than previously published values and did not represent an independent i assessment of the dollar value which should be employed for this purpose. The Commission stated, in that opinion, its intention to conduct, at the earliest  ;

4 possible date, a separate rulemaking to establish appropriate monetary values for the worth of a reduction in the radiation dose received by population groups.

The purpose of this paper is to inform the Commission of the status of Office of Standards Development work to implement this directive of the Commission.

A Draft Commission Paper on proposed rulemaking for affixing a monetary value on the man-rem / man-thyroid-rem has been prepared and is being transmitted to the other Offices for review.

The draft paper focuses on three major issues. They are:

1) whether or not a joint NRC/ EPA hearing is desirable, "The Commission's opinion, dated April 30, 1975, is in the Secretariat Record Facility. t v.

The Commissioners 2) whether or not the scope of the rulemaking should be restricted prior to publishing the Notice of Intent, and

3) the recommended approach to be used in arriving at an appropriate value or values per man-rem.

Alternatives to the recommended approacces are given below:

Issue 1: a) Conduct a joint rulemaking with EPA, '

and i b) Conduct a separate rulemaking with EPA participation.

Issue 2: a) Limit rulemaking to effluents from light-water-cooled power reactors, b) Expand rulemaking to effluents from all nuclear fuel cycle facilities, c) Expand upon a) or b) to include occupational exposure, d) Expand upon c) to include low prob-ability accidents, and e) Place no initial restriction on scope, solicit public comment on alternatives a) through d), then determine scope of application as a finding of rulemaking.

Issue 3 a) Base value(s) upon life cost and injury cost estimates, b) ' Base the value(s) primarily upon equivalent cost that society incurs to reduce other hazards to the same risk level, c) Explore a) and b) but omit considera-tions of human risk perception, and
