Gentlemen:

Subject: Combined Inspection Nos. 50-225/86-01 and 70-920/86-01

This refers to the routine safeguards inspection conducted by Mr. A. Della Ratta

of this office on March 4-7, 1986, at the Critical Experiments Facility,

Schenectady, New York, and at the Campus Facility, Troy, New York, of activities

authorized by NRC License Nos. CX-22 and SNM-910 and to the discussions of our

findings held by Mr. Della Ratta with Mr. L. J. Feeser and members of your staff

at the conclusion of the inspection.

Areas examined during this inspection are described in the NRC Region I

Inspection Report which is enclosed with this letter. Within these areas, the

inspection consisted of selective examinations of procedures and representative

records, interviews with personnel, and observations by the inspector.

Our inspector also verified the steps you have taken to correct the violations

brought to your attention in the enclosure to our letter dated August 29, 1984.

We have no further questions regarding your action at this time.

Based on the results of this inspection, it appears that certain of your

activities were not conducted in full compliance with NRC requirements, as set

forth in the Notice of Violation, enclosed herewith as Appendix A.

These viola-

tions have been categorized by severity level in accordance with the revised NRC

Enforcement Policy (10 CFR 2, Appendix C) published in the Federal Register

Notice (49 FR 8583), dated March 8, 1984. You are required to re_spond to this

letter and in preparing your response, you should follow the instructions in

Appendix A.

In addition, Paragraph 6.b(2) of the enclosed inspection report

contains two ur. resolved items which require your further attention.

Please

review these matters and provide us with your findings, in writing, along with

your response t.o the violations.

With respect to Appendix A, we note that you have corrected Item No. E, and,

therefore, your response need only address the measures you have taken to

prevent recurrence of this violation.

Sections of the enclosed inspection report and Appendix A contain details

of your security program t'at have been determined to be exempt from public

disclosure in accordance with 10 CFR 9.5.(a)(4), Commercial or Financial

Information (C0FI). Therefore, the section so identified in the inspection

report and Appendix A will not be placed in the NRC Public Document Room and
