In Reference 1, Comed requested temporary relief from the requirements of ASME Section 111 to facilitate modifications being made to the safety related lissential Service Water (SX) cooling towers at
/
Ilyron Station. The relief request was schmitted to allow Comed to temporarily install mechanicalline stopping equipment in individual 24" diameter cooling tower cell retum pipinglines. This allows for individual replacement of the cooling tower riser piping and change out of each corresponding riser isolation motor cperated valve (OSX163A 1I). In Attachment A,Section V of the relief request (Reference 1), Comed indicated that the anticipated schedule for the replacement of each individual riser cell piping and associated motor operated valves would occur over approximately 36 months, with the
- work being planned for spring and fsll non-outage periods. In Reference 2, the NRC provided a safety evaluation and approval of the proposed temporary reliet'from ASME Section ill requirements for the SX line stop iterations. In the safety evaluation text, the NRC staff documented the anticipated Comed schedule.

U.S. Nuclear Regulatory Commission Tnis letter is being sent as notification to the NRC of Comed's intent to accelerate the schedule for the planned replacement of each individual riser cell piping and associated motor operated riser isolation valve. Comed has recently completed the line stopping work on the first scheduled cooling tower cell.
This work was completed in a timely fashion and the installed temporary line stop performed very well.
Ilased on the success of the first iteration and in order to speed the improvement of the materiel condition of the SX cooling towers at flyton Station, Comed intends to continue the individual riser pipiag replacement on a periodic basis until all cells are completed. The accelerated schedule walinclude work during the winter months and during outage periods. Riser piping work will be conducted on a periodic basis until all cells are completed Note that no work for this project will be scheduled or performed during the summer months since this is the period of time which places the greatest nonnal operating load on the SX cooling tower basins.
Finally,it is Comed's intention to expand the scope of planned work for ihe SX cooling towers to include replacement of the Essential service water cooling tower hot water bypass isolation motor operated valves (OSX162A D). These valves are typically operated in the closed position and are only opened during cooler ambient conditions to allow for cooling water bypass of the riser cells. This expanded scope of work will require line stops to be installed on 48" lines upstream of the bypass valves.
It is Comed's intent to integrate the bypass valve replacement with the riser piping and valve replacement. Comed will be submitting a separate relief request for the bypass valve replacement work.
This relief request will be submitted during the first quarter of 1998.
